PROGRESS REPORT
NOV 2005 – JAN 2006
A Summary – Brief
Reference is made to the progress report of
August – October 2005. No response has been received yet from the
Permanent Secretary of the Ministry of Works, Transport and
Communication (Namibia) on the requested subject matter in the said
report.
A
summary of activities is given below:
B Meetings
1. Libya confirmed that they would host the 02nd PIT
meeting in the week of 16th January 2006, subject to
confirmation from the States.
2. A positive response was received from the States including
Uganda, who have asked to join the process.
3. No response was however received from Namibia and as a result
Libya had to be requested for another delay pending the outcome from the
Permanent Secretary, Transport (Namibia).
4. Regular meetings continued to be held with Namibia’s Director
of Civil Aviation and concern raised about the outstanding issues.
C Program Follow-up/ Marketing
1. Working papers for the 02nd PIT meeting, including
the agenda, were drawn up and prepared in November 2005, December 2005
and January 2006. These were submitted to the project promotion sponsor
– Namibia.
2. The revised project document was also submitted to Namibia.
D SADC, EAC, IATA, ECA, AFRAA
Formal
visits to PIT states as recommended by the 01st PIT meeting,
await a decision outcome from Namibia.
E MOUs Development
Cameroon finalized the French translation of the MOUs and Libya has
undertaken to complete the Arabic translation for discussion at the next
PIT meeting.
F AFCAC/NEPAD/ICAO
1. Further to complete documentation being couriered to the
AFCAC Secretary General, they await the outcome of the PIT meeting
before responding on their continued support.
2. NEPAD has indicated they await AFCAC’s response on the
project.
G Legal
The
coordination trip to various States regarding the MOUs continues to
await a decision from Namibia.
H Funding
Formal
proposals for funding to the European Union were completed and submitted
to Namibia’s Director of Civil Aviation and the Permanent Secretary of
Namibia’s Ministry of Works, Transport and Communication in November
2005. A response is still awaited from them.
I Any other Business
Libya
has expressed a willingness to host the 02nd PIT meeting
despite the delays, and have requested a one month advance notification
before the same.
