PROGRESS REPORT MAY - JULY 2008

 

A            Summary – Brief

 

Visit were made to various stakeholders and interested Parties.    Draft regulations continued to be studied.

 (A summary of activities is given below).

 

B         Meetings

 

Meetings were held as follows:

 

1.

a)   Arab Civil Aviation Commission (ACAC) Plenary Meeting in Tripoli, Libya. A formal speech presentation was given at this meeting on the AFRO-CAA aims and objectives.

b)         The Director General of the Libyan Africa Portfolio which invests throughout Africa was also briefed on the AFRO-CAA objectives.  He in turn briefed Libya’s African Union Representative in Addis, Ababa.

 

2.                   A meeting was held with Nigeria’s Honourable Minister of Aviation, who expressed an interest in the pace of the development of the AFRO-CAA.  He hoped that the Nigeria regional headquarter office would become operational soon.

 

3.                   Meeting was held in Brussels with parties interested in funding the AFRO-CAA.

 

4.                   Visits where made to Nairobi, Kenya to seek consultations with the ICAO Regional Office.  Further visits to ICAO in Kenya will have to be made, before concrete consultative programmes can be developed.

 

5.                   Follow-up return visits was made to Nigeria to brief the Chairman of the AFRO-CAA Board  on funding proposals by interested parties.

 

6.                   The African Civil Aviation Commission (AFCAC) Technical meeting was attended in Madagascar and delegates where given briefing brochures on the AFRO-CAA.

7.                   Visits where made to Switzerland to brief IATA, ACI and ATAG on progress being made by the AFRO-CAA.

 

C         Programme Follow-up/Marketing

 

            A new set of brochures will be printed in August 2008 for   d             distribution worldwide.

  

D         SADC, EAC, IATA, ECA, AFRAA

 

            IATA was briefed as mentioned above.

  

E          MOUs Development

 

Technical difficulties delayed the French and Arab versions being posted on the website.

  

F          AFCAC/NEPAD/ICAO

 

            No meetings where held with the above organizations, but a meeting with ICAO is planned for September 2008.

 

G         Legal

 

a)         A complete set of ACAR’s was drafted but is yet to be discussed and edited by experts before promulgation to States for further study.

 

b)         Namibia’s Attorney-General offices forwarded the proposed agreement with AFRO-CAA to Namibia Ministry of Works, Transport and Communication for further study.

 

H         Funding

 

Contracts for funding where drafted with various Parties and they are likely to become operational in the third quarter of 2008.

  

I           Any other Business

           

            The following meetings are scheduled.

 

1)         Visit to ICAO Kenya                             - August 2008.

2)         Visit to Madagascar Civil Aviation          - August 2008.

3)         Visit to UAE Gulf Civil Aviation             - September 2008.

4)         Visit to ICAO – Montreal                      - September 2008.

5)         Visit to Brussels                                    - September 2008.
