PROGRESS REPORT AUG 2005 – OCT 2005
A Summary – Brief
Reference is made to the Progress
Report of May-June 2005 in which
Libya requested a delay pending a
response from Namibia on requests
made to the Agency after at the
March 2005 PIT meeting for
coordination visits to States prior
to the Tripoli meeting.
(A summary of activities is given below):
B Meetings
1. The agency
continued to stay in touch with PIT
members.
2. The agency met formally
with the European Union Ambassador –
Antonius Breuser – and briefed him
on the project in anticipation of a
formal approach being made to him
through the Namibian Government.
3. Regular meetings were
held with Namibia’s Director of
Civil Aviation – Bethuel T Mujetenga
– to chart out a project program.
C Programme Follow-up/
Marketing
1. Much of the month of
September were spent on developing a
Project Document.
2. Upon perusal and
discussion the Agency was requested
to edit & rewrite the document which
was done during the month of
October.
3. This document will be the
proposed blue print program for the
project but further revision is
expected after the next PIT meeting.
4. The program constitutes
an outline ‘program of deliverables’
requested at the March 2005 PIT
meeting.
D SADC, EAC, IATA, ECA,
AFRAA
Formal visits to these will be made during
the coordination trip to the PIT
states.
E MOUs Development
The French translation of the MOUs and the
pending Arabic translation will be
discussed at the next PIT meeting to
be hosted in Tripoli.
F AFCAC/NEPAD/ICAO
1) AFCAC was briefed, by way
of couriered documents, on the
detailed aims of and progress on the
project. The Secretary General –
Charles Diop – will be responding on
his views.
2) A meeting was held
specifically to discuss the AFRO-CAA
with the AFCAC President.
3) AFCAC’s President
requested for a further refinement
of the aims of the project and this
was done and communicated to him
through Namibia’s Director of Civil
Aviation.
G Legal
The coordination trip to various
States regarding the MOUs continues
to await a decision from Namibia.
H Funding
Pending the outcome of the
Ministry’s decision, it was agreed
to draft formal proposals of funding
to the European Union. The agency
completed these and forwarded them
to Namibia’s Director of Civil
Aviation – Bethuel T. Mujetenga.
I Any other Business
1) Libya has tentatively
agreed to host the next meeting in
Tripoli in November 2005 after the
Ramadhan fast of October 2005.
2) They would however
require to know the results of the
proposed coordination visits to
States which awaits a decision from
Namibia.
