  PROGRESS REPORT FEB – APRIL 2005

 

A  Summary – Brief

 

The company organized the first project implementation team meeting in Pretoria on the 22nd March 2005.

 

A summary of activities is given below:

 

B          Meetings

 

1.         A meeting was held in February with the Director General (Wrenelle Stander) of the Department of Transport of South Africa to secure a venue for the first project implementation meeting.

 

Subsequently South Africa agreed to host this meeting on the 22nd  - 23rd March 2005.   2005.

 

2.a)      The meeting was successfully held and concluded on the said dates and was attended by the following personnel including the Directors of our company.

 

Cameroon       - Samuel Mandeng (Technical Advisor Cameroon Civil Aviation

                         Authority [CAA])

Libya               - Ahmed Erhuma (Libyan People’s Bureau South Africa for Libyan CAA)

Namibia          - Bethuel Mujetenga (Director of Civil Aviation – Namibia)

Nigeria             - Eng. Fidelis C Onyeyiri (Director General/Chief Executive Nigeria

                         CAA)

Nigeria             - Mahmoud S. Ben Tukur (Technical Advisor to the Director General

                         Nigeria CAA)

South Africa    - Levers Mabaso (Deputy Director – Multilateral Affairs Department of

                          Transport

 

Apologies:

 

Ethiopia           - Tefera Makonnen (Acting Director General Ethiopia CAA)

 

b)              Six states agreed to form the project implementation team for the establishment program for the AFRO-CAA.

 

They agreed on the following during the meeting:

-          An adoption of the Agenda for all future meetings

-          Procedures to be adopted for the implementation of the AFRO-CAA

-          Continental and International organizations with whom cooperation would be sort.

-          Cooperation would continue with existing civil aviation initiatives in Africa

-          Identification of funding sources

-          A Communication plan and time frame for the project

-          A program of deliverables for the project.

-          The States signed the official minutes of the meeting

 

c)              A ninety day time limited was set for the adoption of the AFRO-CAA memorandum of understanding (MOU).

 

Our company was tasked with collecting/coordinating data presented by each State on the MOUs and to visit each region within this ninety day period.

 

C         Programme Follow-up/ Marketing

           

1.         The company finalized the draft memorandum of understanding for the AFRO-CAA and delivered an electronical copy to each of the above states.

 

D         SADC, EAC, IATA, ECA, AFRAA

 

The IATA Regional Director Africa- Safety, Operations & Infrastructure Mr. Daniel Galibert was briefed on the AFRO-CAA through his Administration Officer Januarieu D’Sa.

 

E          MOUs Development

 

            Status remains as per last Quarterly Report.

 

F          AFCAC/NEPAD/ICAO

 

            Status remains as per last Quarterly Report with the exception of the meeting with NEPAD above.

 

G         Legal

H         Funding

 

The World Bank invited our company to attend discussions on Maximizing Civil Aviation Economic Contribution.  We have accepted this invitation for 06th to 08th June 2005 to press the case for the AFRO-CAA funding. 

 

I           Any other Business

 

The next project implementation team meeting to finalize the MOUs is to be held in Tripoli-Libya on 22nd July 2005.
