OPENING OF THE SESSION
 
1.  The Seventeenth Plenary Session of the African Civil Aviation Commission  
     (AFCAC) was officially opened by the Director General of the South African 
     Department of Transport, Ms Wrenelle Stander in the presence of Air Vice
     Marshall M Ashmet, President of the African Civil Aviation Commission,      
Dr Assad Kotaite, President of the Council of the International Civil Aviation 
    Organization, and Jeff Thamsang Radebe, Minister of Transport of the Republic of South Africa.
 
2. The opening session was also addressed by the above-mentioned dignitaries.  Their addresses are reproduced in (Appendix 1).

105.The delegation of Namibia made a presentation to the meeting on a proposed Joint African Civil Aviation Authority (AFRO-CAA).  Drawing the attention of the meeting to the alarming rate of accidents, hull losses and fatalities in the African Continent when compared to statistics of other areas  of    the    world,   the   Namibian   delegation   pointed  out  that  an AFRO-CAA would achieve reduction of costs and establish a framework to resolve safety issues in Africa whilst establishing a harmonized and uniform aviation legislative system.  The AFCAC Secretariat pointed out that such a proposal had been submitted earlier by the Minister of Aviation of Namibia to the AFCAC Secretariat and that the proposal had been forwarded for consideration to the Technical Committee of the AFCAC Bureau.  The Technical Committee had examined the proposal in 2002 and recommended that it be considered within a sub-regional framework.
 
106.Most States were of the view that the AFRO-CAA was a viable project…….The meeting requested Namibia to forward all material pertaining to the project including a project plan and any new material as they were developed to the AFCAC Bureau for further study.
